Material of the Series demonstrates Cox's broad and deep involvement in MCI long term policy making and routine activities. His records are formed of extensive collections of legal and regulatory files documenting corresponding facets of company's life. Significant part of documents deals with MCI opposition to the Consumer Communications Reform Act of 1976 (the Bell Bill), its concerns about restructuring AT & T, and antitrust implications of the Communications Act of 1980 and the Telecommunications Competition and Deregulation Act of 1981. After the completion of the major legislative and regulatory battles, when MCI was firmly established in deregulated and competitive telecommunication business, Cox was given increasing authority over marketing activities. Due to the scope of his responsibilities, his records provide a comprehensive history of company's marketing and advertising activities and policy development.
